Kampala has an official population over 1,200,000 (2002), the
size of Louisville and Nashville metropolitan areas combined. It feels like much
more. The street pattern is governed by more than seven hills. There are few
traffic lights and traffic courtesy is an alien concept. Drivers force their way
into the slowly moving stream, and gridlock is often achieved. Taxis are
equipped with cow-catchers which intimidate and protect at the same time. At a
roundabout it is possible to see no vehicle to able to move even though there is
no traffic in the feeder roads. Motorcycle taxis (boda-boda) weave in and out of
the stalled traffic. A pedestrian can traverse the business district faster than
any vehicle. A plan to charge a commuter fee for vehicles downtown and implement
a bus service has not materialized.
